Notice to All DBE/ACDBE Firms:

Effective October 3, 2025, the U.S. Department of Transportation (DOT) has issued an Interim Final Rule (IFR) that immediately changes how the Disadvantaged Business Enterprise (DBE) and Airport Concession DBE (ACDBE) Programs operate nationwide.

What This Means:

  • • All DBE/ACDBE certifications will be reevaluated under new federal eligibility standards.
  • • Until revaluations are complete, existing DBE/ACDBE certifications cannot be counted toward goals.
  • • Massport’s Office of Diversity, Equity & Inclusion/Compliance has paused ACDBE/DBE goal setting until certification reevaluations have been completed.

Next Steps for DBE/ACDBE Firms:

  • • ACDBEs will be contacted by Massport’s Office of Diversity, Equity & Inclusion/Compliance with instructions to complete the reevaluation application.
    • • NOTE: DBEs will be contacted by MassDOT with instructions to complete the reevaluation application.
  • • Be prepared to provide a Personal Narrative (for which we will provide additional guidance soon), a Personal Net Worth (PNW) statement, and other supporting documents.
  • • Please do not submit new certification applications, Declarations of Eligibility (DOEs) or change requests on existing certifications until further notice.


The Office of Diversity, Equity & Inclusion/Compliance is working closely with our state partners to establish a clear process for these changes.
